DA Form 2166-8 is known as the NCO Evaluation Report and used for yearly evaluating a non-commissioned officer by the United States Department of the Army.
This form used to be an evaluation report itself, but now it is separately regarded as a counseling and report form. DA 2166-8 together with DA Form 2166-8-1 makes an NCO evaluation report.
This form will require a lot of information about the particular non-commissioned officer being evaluated. The section for administrative data requires personal information including full name, where they are currently stationed, social security number and more. It also requires information about the person who is rating the NCO.
The final sections will be used to evaluate the soldier using a variety of Army values and attributes such as loyalty, integrity, honor and personal courage. An overall rating will be included at the end and the evaluation will be kept in the NCO’s file.
NCO Evaluation Report (NCOER) was developed to evaluate non-commissioned officers’ performance and potential, and identify those individuals best qualified for promotion and assignments to positions of higher responsibility.
There are three kinds of evaluations are given in this reporting system covering from duty evaluations, school evaluations to DA evaluations. Duty and school evaluations are single time and place evaluations while DA evaluations cover the entire career of non-commissioned officers and evaluate an officers’ ability to perform at current and higher grades.
The Army considers the following factors in making DA evaluations:
1. Experience, expertise and how an officer compares with their peers;
2. Duty performance judged by now well a soldier performs their assigned tasks and how well they meet professional values for their respective corps;
3. Leader qualifications including specialist training, the length of service, civil schooling, military schooling or other unique skills.
